
MONTPELIER, Vt. (WCAX) – Governor Phil Scott on Thursday signed several bills, including measures to promote housing development and to protect kids online.
Advocates say the Community Housing and Infrastructure Program, or CHIP, will be transformational in solving the state’s housing crisis.
It gives towns and developers tax breaks to build out costly water and sewer infrastructure, and using the new tax revenue to pay back the debt. Supporters say it could create up to $2 billion in investment over the next decade.
The governor also signed the so-called “Kids Code” bill. It requires social media companies to set privacy settings by default and also bans addictive features like infinite scrolling and notifications. There are similar laws in other states that are currently facing legal challenges. Vermont’s rules won’t take effect until 2027.
Governor Scott signed several other bills into law Thursday, including:
- S.12, An act relating to sealing criminal history records
- S.45, An act relating to protection from nuisance suits for agricultural activities
- S.63, An act relating to modifying the regulatory duties of the Green Mountain Care Board
- S.109, An act relating to miscellaneous judiciary procedures
- S.122, An act relating to economic and workforce development
- S.123, An act relating to miscellaneous changes to laws related to motor vehicles
- S.124, An act relating to miscellaneous agricultural subjects
- S.126, An act relating to health care payment and delivery system reform
