Food hall, Hackley Castle among Muskegon County developments that made news in April

MUSKEGON COUNTY, MI – Six development projects moved forward in communities around Muskegon County in April.

From a food hall to the Hackley Castle, ground has been breaking, and projects have been taking off as spring is fully in bloom.

1 – Developer of food hall downtown Muskegon seeks $838K reimbursement

The city of Muskegon is supporting a local developer in their request to be reimbursed for extra costs during construction of a new food hall.

The venue houses a cocktail bar and five food vendors on its first floor, a hair salon, tattoo studio, photographer and event space on the second floor, with two more retail spaces still available.

The other floors contain some residences, an accounting firm and a co-working space with 18 private offices.

The Muskegon City Commission adopted a resolution amending the city’s Brownfield Redevelopment Plan on April 8, following a request from the developer to make them eligible for tax increment financing (TIF).

The developer, Troy Wasserman with Core Realty, will be reimbursed $838,500 for additional asbestos abatement that had to be done.

The city will capture a portion of that amount, estimated at $306,814, for their Local Brownfield Revolving Fund.

4 – Roof replacement underway for Hackley Castle in Muskegon

The roof of the historic Hackley Castle downtown Muskegon was set to be replaced in April.

Construction to transform the former Hackley Administration Building into a luxury travel destination will begin by August, developers said.

The Hackley building, which served as a school and then the administration building for Muskegon Public Schools, was built in 1892 and has approximately 50,500 square feet, according to city records.

Wheelfish Group now is looking at about $15 million to flip the historic building into a luxury hotel before summer 2026.

The development team is still finalizing floorplans, but Peterson said they could fit 45 to 47 unique rooms in the building, plus a speakeasy-style bar and restaurant and a spa for guests.

2 – Shaw Walker project gets $160M tax break from the state

The redevelopment of the former Shaw Walker furniture factory overlooking Muskegon Lake just got a nearly $160 million tax break from the state.

The Michigan Strategic Fund Board on April 22 unanimously approved Parkland Properties and the Muskegon Brownfield Redevelopment Authority’s application for a Transformational Brownfield Plan package, totaling $159.59 million for the Shaw Walker redevelopment project.

Developer Jon Rooks of Parkland Properties plans to transform the 711,488-square-foot abandoned factory into a $221 million mixed use development.

There will be 571 residential units and multiple commercial spaces that could be used for a restaurant, bar, fitness center, daycare, pet care, hair salon, small grocery store and massage therapy.

A portion of the residential units will be reserved for households earning 100% area median income (AMI) or below.

The AMI for a two-person household in Muskegon County is $63,700, according to the Michigan State Housing Development Authority’s income and rent limits.

Rooks predicted the redevelopment of existing structures will be complete within two-and-a-half to three years.

3 – Norton Shores engineering firm expanding headquarters

A 50-year engineering and consulting firm is expanding its headquarters location in Norton Shores.

Soils and Structures, 6480 Grand Haven Road, plans to join three existing buildings with two 3,600-square-foot structures.

It also plans to add another 3,240-square-foot structure on the south end. The entire building will be 14,710 square feet, according to the site plan.

The Norton Shores Planning Commission unanimously approved the application in April.

Soils & Structures has been headquartered in Norton Shores since 1990 and has offices in Ann Arbor, Traverse City and Rudyard in the Upper Peninsula, according to its website.

5 – New fitness center coming to Adelaide Pointe development in Muskegon

A new CrossFit-style gym is coming to Adelaide Pointe on Muskegon Lake.

Rebels Health & Fitness is looking to open at the end of May near the marina at Adelaide Pointe, 1204 W. Western Ave. in Muskegon.

The 4,300-square-foot facility will offer functional fitness group classes, nutrition coaching and personal training.

Other amenities at Adelaide Pointe include Muskegon Brewing Company, a rentable event center called Adelaide Events, and a 169-slip wet marina with retail store and boat fueling stations.

A 55-unit condo development is currently under construction.

6 – New playground in use at Muskegon’s Smith-Ryerson Park

A new playground was installed in about two weeks’ time at one of Muskegon’s most popular family parks.

A zip track with a “universal seat” accessible to kids in wheelchairs was a key piece of the playground.

There is also a triple slide, a climbing dome and swings, all made of “high-quality aluminum and/or metal.”

The new play area replaces an at least 15-year-old playground that was there before.

Smith-Ryerson is a popular community park in the city. It features a walking track, an indoor rental facility and outdoor pavilion, bathrooms, basketball courts, a football field and a large parking lot.

The park sees a lot of kids, especially older kids, which is why the playground was made for a variety of age groups.
