FMS committee approves plans to advertise for county finance director

The County’s Financial Management System Committee met Thursday evening to approve the advertisement to hire a new finance director for the county as Jeff Marlow’s last day is Sept. 26.

JACKSBORO, TN. (WLAF)- The Campbell County Financial Management System (FMS) Committee reconvened its recessed meeting Thursday evening to finalize plans for advertising the finance director position for the county. The committee approved the advertisement, as well as the base salary for the position to range between $90,000 and $110,000, with room for negotiation depending upon qualifications, experience and education. Applications will be accepted until June 27 at 4 pm at the Campbell County Mayor’s office.

Last Tuesday evening, County Mayor Jack Lynch read into record the resignation of County Finance Director Jeff Marlow, which stated his last day would be Sept. 26. That is the last day for the county’s purchasing agent Lisa Bowlin and the county’s budget analyst Richard Terry. The FMS committee is tasked with beginning the hiring process for a new finance director and on Thursday approved the advertisement to be listed.

Lynch read over the advertisement for the qualifications for the position.

“I tried to take things you told me you wanted at our last meeting and put it into the requirements, such as drug screen and background checks,” Lynch said.

He also went over the hiring process and after discussion, FMS committee members decided after applications come in, names will be “retracted or blacked out” and the committee will meet to discuss applicants and try to narrow it down to five people.

The committee will reach out to Chris Caldwell, Chief Financial Officer and Co-chief of Staff for Knox County, to also offer advice on narrowing down the applicants.

“Once these are turned in, we will need to reach back out to Chris Caldwell who will reach out to some of his contacts in the financial industry to help narrow the field down. Then we need to call a meeting to pick the top five to interview,” Lynch said.

After the top five are chosen to interview, background checks will be done.

The FMS committee will meet again on July 7 at 6pm at the Campbell County Courthouse.

After that meeting, committee members will then narrow from five down to two candidates and then bring the top two in and make a decision.

The qualifications listed in the advertisement are based on the state requirements according to the County Technical Assistance Service (CTAS).

Director of Finance

Campbell County, Tennessee is in search of a Finance Director who plays a crucial role in the county’s financial well-being.

The Finance Director oversees the operation of the department of finance and installs and maintains a purchasing payroll, budgeting, accounting, and cash management system for the county T.C.A. 5-21-107

The Finance Director is appointed by the financial management committee and is considered for all purposes an employee of the county. Other Tennessee laws regulating finance director are T.C.A. 5-21-106 appointment and dismissal, qualifications, compensation. T.C.A 5-21-107 hiring.

The candidate for Director of Finance should possess

*Excellent communication skills

*Excellent interpersonal and analytical skills

*Experience in county accounting or finance with supervisory experience

* Bachelor’s degree in accounting, finance or related field, or equivalent two year’s experience in accounting or related field.

*Certifications such as CPA, CGFM, or CMFO preferred, but not required.

*Have ethical office and business management experience

*Pass drug screen and background check upon hiring
