
Chaffee County commissioners moved two items to a later date and heard an update from Deputy County Administrator Beth Helmke on the recreation-focused public finance feasibility evaluation from the Trust for Public Land during their June 5 regular meeting.
The items moved were a vote on health resolution 2025-01, which would approve a variance to the Chaffee County Wastewater Treatment System Regulations at 16 Hillside Drive in Salida. Commissioner P.T. Wood recused himself from the conversation as he is a neighbor to the property, and Commissioner Gina Lucrezi was out of town on business.
Because of those two factors, there was no quorum present to vote on the topic, so the resolution was moved to June 10.
The other item that was moved, this one to June 17, was a public hearing and second reading of ordinance 2025-01, adopting the 2024 edition of the Model Traffic Code and providing penalties for violations. Wood said all attorneys were out of town at an attorneys’ conference and not available to speak to the ordinance.
County Administrator Don Reimer said, “The main reason to continue to June 17 is additional language was added to the ordinance after it was initially published.”
The update from Helmke required no commissioner vote and focused on the report that the Trust for Public Land compiled. She said, “We propose going back to the Trust for Public Land to see if they are willing and able to provide support, facilitation and professional guidance … so we can clearly articulate what (Chaffee’s) big-picture needs are, with the goal of setting a future target for evaluating funding paths and mechanisms.”
Helmke said the trust is “standing ready” to continue to provide assistance at no cost to the county.
She also said it might be beneficial to engage other municipalities in this project to create a more “holistic approach” to creating an efficient, and all-encompassing, plan for what the community wants to build.
Wood said, “An important part of this discussion is that the 6% lodging tax is a separate discussion, although that could be earmarked into this eventually. Still, there are remaining infrastructure needs throughout the county, and with some uncertainty around the HUTF (Highway Users Tax Fund) and some other funding sources we rely on and simply cannot do the work without, we need to continue to keep that option open and be ready.”
Commissioners then conducted interviews for applicants to the Chaffee County Common Ground Citizen Advisory Committee, for which two seats are open.
