State audit shows financial mismanagement in Evans County schools

EVANS COUNTY, Ga. (WTOC) – The Evans County Board of Education has been put on a corrective action plan by the Georgia Department of Audits & Accounts (GDAA), after a review by the agency found mismanagement of the district’s money.

The GDAA found that during the 2023-2024 school year, some employees within the school district didn’t go through the proper procedures to spend money, or use proper payroll procedures.

In one instance, GDAA says the Superintendent expensed out meals for himself and others while traveling, without processing it through standard reimbursement procedures. On another occasion, he spent almost $600 dollars on golf, though there was no demonstrated business purpose.

In another instance, two employees booked lodging through a vacation rental marketplace, which isn’t allowed under State travel policy.

The report also says the district lacks formal policies related to comp time, which has resulted in an unregulated accumulation of hours. This could lead to potential unauthorized payouts of over $90,000

In it’s report, the GDAA recommends the school district enforces established purchasing and travel policy, processes all reimbursements through approved systems with proper documentation, and establishes formal oversight procedures and periodic reviews of transactions.

The Evans County Charter School System responded to the audit’s findings, saying that it estimate they will be in compliance with recommended actions by July 1st.

We reached out to the Evans County Board of Education for comment, but have not heard back.
