State Superintendent Ryan Walters fined $18,300 for ‘serious campaign finance violation’

A State Ethics Commission met yesterday, May 1, to reach a settlement agreement for State Superintendent Ryan Walters’ campaign finance violation.

Walters was found to have committed a “serious” campaign finance violation in 2022.

He had improperly transferred funds from his campaign to a local school board election committee in Jenks called “Cross for Jenks.”

The candidate, Ashley Cross, lost the election, garnering only 39 percent of the votes. Whereas her opponent, Terry Keeling, won with a 60 percent majority vote.

Walters is now required to pay $18,300 in fines and legal fees, starting with the first payment of $5,000 to be paid by May 30.

Additionally, Walters must give refunds to donors who over-contributed to the campaign.

At the Ethics Commission meeting, the Commission dismissed a separate complaint against Ryan Walters for his endorsement of an alternative teacher membership union.

Rep. Ellyn Pogemiller filed the complaint, claiming he used state resources for private purposes, creating a conflict of interest.

There are no further pending investigations into Walters.
