Operations, finance and growth leadership moves across the market

ASRC Federal

Mike Manzo has joined the government services company to lead its defense and intelligence operating group as president after three decades at General Dynamics.

He most recently led the national security sector business within GD’s IT services unit for roughly three years.

Prior to that, he spent two decades in leadership and other roles at GD’s mission systems unit.

Cherokee Federal

Alisa Perkins has joined the federal services provider as chief financial officer, a role she brings two decades of experience to.

Her career includes CFO stints at companies such as The Nordam Group, Francis Energy and American Cementing.

She also held senior roles at SemGroup Corp. and helped oversee several complex integrations following M&A transactions.

Epirus

Reed Warner has joined the defense technology unicorn as chief financial officer after two decades in leadership roles across defense, corporate finance and the capital markets.

Werner was previously CFO at ThayerMahan, a maker of uncrewed maritime technologies. He also is a former investment banker from Goldman Sachs and served as deputy assistant secretary of defense for South and Southeast Asia from 2019 to 2021.

He currently is an adviser to the private equity firm Cerberus Capital Management.

Intelligent Waves

Matthew Lewis has moved up to vice president of finance and accounting at the provider of technology services in areas like cyber, data and networks.

Lewis joined IW in 2021 and is a 25-year veteran of GovCon and financial management.

For the past 15 years, he has focused on Federal Acquisition Regulation compliance and reporting to the Defense Contract Audit Agency.

ManTech

Eric “Mell” Mellinger has moved up to vice president of business development for the technology integrator’s defense sector.

Mellinger joined ManTech in 2019 and the company credits him with leading the capture of contracts such as the $1 billion Marine Corps Warfighting Lab program.

Prior to ManTech, Mellinger served as a senior professional staff member for the House Armed Services Committee and focused on reform efforts. He is also a former Marine Corps officer.

MetTel

Erika Dinnie has joined the telecommunications carrier as vice president of federal strategy and planning, a role created to aid in public sector expansion efforts.

In the 10 years prior to MetTel, Dinnie recently served as assistant chief information officer for digital infrastructure technologies at the General Services Administration. She is also a former assistant commissioner and head of workplace services for GSA’s Public Buildings Service.

MetTel is one of nine carriers on the government-wide Enterprise Infrastructure Solutions vehicle and a prime contractor on the Navy’s Spiral 4 wireless program.

Telesat Government Solutions

Ronald Thompson has joined the satellite communications company’s U.S. federal subsidiary as vice president of growth, a role that involves leadership for business development functions.

A 26-year Air Force veteran, Thompson is also tasked with aiding in efforts to expand the government user community for Telesat’s Lightspeed satellite network.

He most recently worked as vice president of business development at LinQuest Corp., which KBR acquired in the fall for $737 million. His industry career also includes senior roles at Raytheon, Space Systems Loral, MDA and Analyticsl Graphics Inc.

V2X

Melon Yeshoalul started on Monday as chief human resources officer at the 16,000-employee government services provider.

She will oversee V2X’s overall HR function and strategy that includes talent management, recruiting, leadership development, and compensation and benefits.

Her two-decade career includes senior HR leadership roles at Amazon Web Services, DXC Technology, PwC and Boeing.

X-Bow Systems

Hector Fernandez has joined the solid rocket motor startup as chief financial officer following two decades in global finance and investing across multiple industries.

His career includes financial leadership roles at Cargill Risk Management, UnitedHealth Group’s Optum business, U.S. Bank and Paralign Capital Partners.

X-Bow is looking to disrupt and gain a foothold in solid rocket motor production, which is mostly dominated by L3Harris Technologies and Northrop Grumman

Xcelerate Solutions

Donald Ross has joined the government technology integrator as executive vice president of growth for its portfolio at the Homeland Security and State departments.

Ross is a three-decade transportation and security sector veteran whose career includes service as a senior counselor at the Transportation Security Agency.

At TSA, Ross led a restructuring of its Screening Partnership Program and oversaw a $1.2 billion portfolio of privatized airport security programs. He is also a former federal security director at Washington Dulles International Airport, where he managed operations for 700 employees.

Axionus Federal Systems

Robert Skinner, a retired Air Force lieutenant general and former Defense Information Systems Agency director, has joined the board of directors at this cybersecurity company’s subsidiary for the U.S. government market.

Skinner led DISA from 2021 to 2024, an assignment that concluded his 25-year military service career. He is also a former commander for the 24th Air Force and served in other tech-focused leadership roles prior to that.

Axionus touts a federal user base of 70 agencies for its flagship product that is designed to enable asset intelligence functions.

Constellis

Chad Coben, a senior managing director at FTI Consulting, has joined the government services provider’s board of directors following a recapitalization transaction with its investors in the fall.

Coben leads FTI’s corporate finance and restructuring practice, a role he brings three decades of experience to regarding operational turnarounds and transformation efforts.

His background includes industries such as telecommunications, technology infrastructure, consumer products and energy.

Lynx

James Dickinson, a retired Army general and former Space Command leader, has joined the board for this defense platform software developer owned by OceanSound Partners.

Dickinson led SPACECOM from 2020 until January 2024, when he retired from military service after a four-decade career. He is also a former commanding general for the Army Space and Missile Command.

Lynx specializes in operating system and virtualization technology development, along with system certification work.
