As inequality and climate breakdown accelerate, our governments are failing to deliver the resources needed to respond, destabilising our democracies, economies and planet. Governments’ failure to deliver the climate finance they have promised is more than a broken commitment — it’s a direct challenge to sovereignty for all countries, including those least responsible for the crisis and most exposed to its impacts.
The climate justice and tax justice movements have a shared mission: to secure the public funds needed for a just transition, not through charity, but through fair and effective taxation.
The Climate for Change conference will bring together campaigners, researchers and policymakers from across both global movements to discuss ongoing research, build shared strategies, strengthen alliances, and shift the terms of debate — from dependency to power, from promises to structural change. The conference will take place in the context of a momentous shift in power in international tax debates, and against the backdrop of Brazil’s COP presidency.
Co-hosted by Instituto de Economia, University of Campinas (UNICAMP), Inesc, Observatório Brasileiro do Sistema Tributário, Red de Justicia Fiscal de América Latina y el Caribe, Transforma, and the Tax Justice Network, the two-day conference will take place at the University of Campinas in Brazil on 13-14 October 2025.
